2 Tablespoons butter
1/4 cup flour
1/2 cup hot water
1/2 cup milk
1 beef, chicken, or onion bullion
1/4 cup flour
1/2 cup hot water
1/2 cup milk

Dissolve bullion in hot water to make broth. Meanwhile melt butter over medium-low heat. Stir in flour. As butter and flour thickens, mix in 'broth' and milk. Cook over low heat for a 2 minutes, stirring constantly.
